Why don't you get answers of the form:
('Wisconsin', 'Kory New') <-> ('Wisconsin', 'New Kory') <-> ('Wisconsin', 'New York') <-> ('Wisconsin', 'Wen Kory') <-> ('York New', 'Wisconsin')
